Richard Baum is a Liberal Democrat councillor in Greater Manchester. One of his constituents approached him to mention that in applying for a position with indirect contact with young people he had to undergo a CRB check. This man does not have a criminal record. The CRB returned information on uncorroborated evidence given by his neighbour despite the fact that he had not done anything wrong. On this basis the man lost out on the opportunity of this job.
